MINUTES
December 2, 2025
The regular meeting of the Stanley County Commission was called to order at 5:00 P.M. (CT) by Chairman Craig Heller with Commissioners Mike Kenzy, Dana Iversen, Sonny Harrowa and Gary Grittner. Also present was State’s Attorney Tom P. Maher, Treasurer Bill Konst, Highway Superintendent Lee Smith, Deputy Hughes/Stanley County Emergency Manager Nick Dooley, Lori Jacobson, Deputy Sheriff/Emergency Manager Liaison Dustin Baxter, Veterans Service Officer Mike Mullen, Brosz Engineering Bruce Wilsey, Fort Pierre Chamber of Commerce Shane Kramme, and Auditor Philena Burtch. The meeting commenced with the recitation of the Pledge of Allegiance.

Conflict of Interest Declaration: No Conflict of Interest was declared.
Treasurer Report: Treasurer Bill Konst informed the Commission of interest earned for November 2025 is $14,880.30, Wheel Tax collection is $5,631.95, and delinquent taxes to be collected is $244,473.06. The Treasurer’s office has been calling people to remind them that property taxes were due by October 31, 2025.
Auditor Report: Auditor Philena Burtch presented the Commissioners with the Budget Expenditure Report showing each department’s expenses as of October 31, 2025, Fiscal Revenue Report as of October 31, 2025, and Outstanding Disbursements as of December 2, 2025.
SALARIES BY OFFICE: Commissioners - $3,754.56; Auditor - $3,367.91; Treasurer - $5,814.47; States Attorney - $11,548.06; Custodial - $2,725.72; Director of Equalization - $3,075.18; Register of Deeds - $3,662.17; Road & Bridge - $29,616.99; Weed & Pest - $462.19; Fairgrounds - $6,249.07; Extension - $1,5,87.41; Planning & Zoning - $190.23; Employee Health Insurance - $16855.23; SD Retirement System, withheld and match - $12,121.86; Electronic Transfer; FICA, Medicare and Withholding Tax - $22,234.75.

Veterans Service Officer: Mike Mullen introduced himself. He is a retired Veteran with 33 years of service, 3 deployments, he retired in 2024. Mike explained that he has met with many area Veterans, they meet at his office in the Hughes County Courthouse, he goes to their homes, and he has met with many at the Legion, VFW, Moose Lodge, and other meetings. Mike has assisted them with their questions regarding benefits. Mike informed the Commission of a Veterans Coffee and Networking at VFW Post #2038 on December 18, 2025, where Veterans can connect with other Veterans and learn more about benefits from the South Dakota Department of Veterans Affairs.
Brosz Engineering: Bruce Wilsey presented the Commission with the annual bridge inspection report. There were four structures on the work order this year. These are the annual inspections due to the poor or severe condition of the bridge components and/or a scour critical rating of the bridge given by a scour analysis performed by SDDOT. Repair recommendations have been provided in the inspection report.
The four structures inspected in 2025 are 59-162-270, this bridge is on Pleasant Valley Road and exhibits severe deterioration of the concrete substruction components. 59-255-358, this bridge is on Bad River Road over Lance Creek and is in good overall condition. 59-339-327, this bridge is on Bad River Road over Dan Powell Creek was also determined to be Scour Critical by SDDOT. This bridge is scheduled to be replaced and is 100% state-funded replacement. 59-391-311, this bridge is located on Bad River Road over Bad River and is in good overall condition.
Highway Department: Lee Smith presented the Commission with a report of work performed by the Highway Department for the month of November 2025, which consists of cleaning out and repairing cattle guards on Mission Ridge Road, Meyers Road, and War Creek Road, clean gravel build up from Teton Bridge, Powell Creek Bridge, Dickey Bridge, Willow Creek Bridge, and Reuer Bridge, hauling gravel, laying gravel on Mission Ridge Road, Holland Ranch Road, Verendrye Road and Bad River Road, blading, mowing, service and maintain equipment, put snow equipment on motor graders.
Lee Smith informed the Commission that the 2026 county tractor rental rates have increased again. The rental rates will equal an annual payment for a tractor. Lee will check into purchasing a mower tractor.
Resignation – Highway Department Zachery Knowlton: Motion by Dana Iversen, second by Sonny Harrowa, to accept the resignation of Highway Department Zachery Knowlton, effective November 26, 2025. All voted Aye. Motion Carried.
Director of Equalization Desks: Motion by Gary Grittner, second by Sonny Harrowa, to approve the purchase of two desks from Quill, not to exceed $2,487.00. All voted Aye. Motion Carried.
Hughes County 2026 Jail Contract: Motion by Dana Iversen, second by Sonny Harrowa, to accept and approve Chairman Heller to sign the Hughes County 2026 Jail Contract. All voted Aye. Motion Carried.
Hughes County 2026 Juvenile Contract: One error was discovered in the Contract, Potter County instead of Stanley County. Motion by Gary Grittner, second by Dana Iversen, to accept and approve Chairman Heller to sign the Hughes County 2026 Juvenile Contract, with the correction to Stanley County. All voted Aye. Motion Carried.
Fort Pierre Volunteer Firefighters Association Contract: After discussion and concern regarding the future of the Fort Pierre Volunteer Fire Department, this has been tabled until Chairman Heller has the opportunity to speak with the Fort Pierre Volunteer Fire Department Board.
South Dakota State University 4-H 2026 Memorandum of Understanding: Motion by Dana Iversen, second by Sonny Harrowa, to accept and approve Chairman Heller to sign the SDSU and Stanley County 2026 Memorandum of Understanding. All voted Aye. Motion Carried.
Automatic Budget Supplement – Fairgrounds Maintenance: Motion by Sonny Harrowa, second by Dana Iversen, to approve Automatic Budget Supplement in the amount of $20,000.00 to Fairgrounds Maintenance (101-524-425.00), to reflect payment from City of Fort Pierre for Quarter 3 and 4, 2025 Fairgrounds Subsidy. All voted Aye. Motion Carried.
Discussion: Deputy Hughes/Stanley County Emergency Manager Nick Dooley informed the Commission that the new repeater has been installed at 4-Corners with no issues.
Year-End Meeting, and Second and Final Reading of the Wind Energy Systems Ordinance 2025-01: December 22, 2025, at 5:00 P.M. (CT)
